Conan Technology Wins Ministry of Government Legislation’s ‘Generative AI Legal Search’ Project Worth 6.55 Billion Won

Supreme Court, Ministry of Justice, and now the Ministry of Government Legislation AI System Achieves 'Grand Slam' in Korea's Three Major Legal Fields Equipped with Agentic AI and 0% Hallucination Rate High-Reliability Guardrails

[Edaily Reporter Kim Hyun-ah] Conan Technology, a leading first-generation artificial intelligence (AI) software company in Korea, has solidified its position as the undisputed leader in the domestic “legal domain AI” market by securing a generative AI project from the Ministry of Government Legislation, following contracts with the Supreme Court and the Ministry of Justice.

#Conan Technology announced on the 2nd that it has been selected as the lead contractor for the “Generative AI Legal Search System Construction” project, commissioned by the Ministry of Government Legislation with a total budget of 6.55 billion won, and has signed the final contract.

This project is a large-scale public AI transformation (AX) initiative and will be carried out in two phases over a total of 550 days from the contract date. A consortium consisting of four companies, led by Conan Technology and including Synapsoft, will participate in the development.

Ask in plain language for one-stop access to case law and interpretations
Until now, the search method used by the general public on the National Law Information Center relied on simple word similarity matching or manually entered data, making it difficult to find the desired legislation without knowing precise legal terminology.

The newly built system allows AI to actively analyze the user’s intent even when the public asks questions in everyday sentence form. Conan Technology is extensively deploying its “Agentic AI-based Multi-Agent Orchestration” technology, which rephrases queries using optimal legal terminology. Through this, the system plans to provide comprehensive legal information at a glance, covering not only complex statutes but also related case law and interpretive precedents.

Given the nature of the legal field, addressing the “hallucination phenomenon”—where false information is presented as fact—is a key factor that will determine the success or failure of this project.

Conan Technology plans to apply advanced guardrail technology to maximize the reliability of large language models (LLMs) and block hallucinations at the source. To this end, the company is building a vector database that precisely structures a vast dataset of approximately 7.6 million national laws and regulations down to the level of articles, clauses, subclauses, and items. The company plans to introduce an “AI-specialized legal data system” that fully reflects the hierarchical relationships between higher- and lower-level laws to maximize the precision of responses.

A GUI (Graphical User Interface)-based Large Language Model Operations (LLMOps) platform, which enables visual monitoring and management of the entire development and operation process, will also be integrated to significantly improve system operational efficiency.



With this contract win, Conan Technology has once again demonstrated its irreplaceable technological capabilities in the public and legal sectors. The company has already proven its specialized LLM capabilities in handling complex judicial and criminal data by successfully executing projects such as ▲ the construction of an AI system to support trials at the Supreme Court and ▲ the Ministry of Justice’s Next-Generation Criminal Justice Information System (KICS) project.

By securing this project from the Ministry of Government Legislation—the central authority overseeing South Korea’s laws and regulations—the company has achieved a “triple crown,” encompassing generative AI governance for all major domestic legal institutions.
