E8 Expected to Benefit from News of Sejong Smart City Project Gaining Momentum

[Edaily Reporter Park Jeong-soo] Interest is growing in #E8, a company participating in the Sejong Smart City project, following news that the project has completed its licensing and financing preparations and has entered the full-scale implementation phase.
According to industry sources on the 11th, the Smart Living Zone (L-Zone) development project in the Sejong 5-1 Residential Area Pioneer District—a core zone of the Sejong Smart City National Pilot City—has reportedly completed its preparatory phase and entered full-scale implementation.
This project is a national pilot initiative to build urban infrastructure and smart services on a greenfield site. It is a large-scale, multi-faceted project that broadly applies innovations across various fields, including mobility, healthcare, energy, the environment, public safety, and data-driven urban management.
The Sejong Smart City project, which involves a series of sequential procedures ranging from urban planning and permitting to contractor selection, financing, groundbreaking and pre-sales, and the establishment and operation of smart services, has completed its preliminary steps, including key permits and contractor selection. With the recent execution of a project financing (PF) loan solidifying the project’s funding structure, the groundwork has been laid to move into the groundbreaking and pre-sales phase.
The recent public notice regarding the establishment of a stock pledge on E8’s shares in Sejong Smart City Co., Ltd., in connection with this project, can be interpreted in the same context. This pledge involves E8 providing its shares in Sejong Smart City Co., Ltd. as collateral; it is a structure in which the investor offers their held shares as collateral during the process of the project entity securing a PF loan. This is a standard collateral procedure accompanying the execution of PF loans in large-scale urban development projects, signifying that the project has entered the implementation phase as funding begins in earnest. The sequence of events—where the announcement of a share pledge accompanying the execution of a PF loan leads to the commencement of construction and sales—is typical for urban development projects of this scale.
Additionally, market conditions are viewed as favorable. With the nearby L9 block in the 5-1 residential zone recording a 100% pre-sale rate and the L12 block at 99.3%, residential demand in Sejong City remains robust, and this is expected to provide a positive backdrop for the project’s pre-sales.
In this regard, E8 is responsible for the physical digital twin and AI-based urban operations intelligence aspects of the project.
A smart city is not a project that ends with the construction of buildings and infrastructure; its core lies in the stage of connecting and analyzing data generated during urban operations to transform it into services that citizens can tangibly experience.
Therefore, E8 plans to handle the subsequent phases of the full-scale smart city projects based on its core technologies, including digital twins, simulation, and AI operations.
An E8 official stated, “The Sejong Smart City project involves preparations—including planning, permitting, project structuring, financial procurement, construction, and operations—that are interlinked and carried out over a long period.” They added, “The groundwork for entering the full-scale implementation phase has now been completed, and E8’s roles in digital twin construction and AI-based urban operations will also be fully launched according to the subsequent schedule.”
Meanwhile, the Sejong Smart City National Pilot City project is being carried out through a public-private partnership involving Sejong City, the Korea Land and Housing Corporation (LH), and a consortium of private companies. Companies from various sectors—including construction, finance, telecommunications, mobility, cloud computing, and digital twins—are set to share responsibilities in their respective areas.
