These exemplary cases were recognized for generating tangible results through regulatory improvements and collaborative problem-solving that the public and businesses can experience firsthand.

A project that reduced the burden on AI companies regarding data utilization was selected as the best practice. To alleviate legal uncertainties and cost burdens associated with securing data necessary for AI development, the Ministry of Science and ICT established a new “AI category” that allows the use of data produced with national budget funds without requiring separate permission from the copyright holder. Additionally, the ministry reduced the burden on companies by including data purchase costs in the scope of research and development (R&D) tax credits.
Another top-rated initiative is the “MoaFab” project, which integrates the operation of 14 public nanofabs nationwide. Previously, public nanofabs were operated separately by different agencies, leading to criticism that equipment utilization was inefficient.
The Ministry of Science and ICT built an integrated platform to provide real-time process monitoring and one-stop administrative services. It also collaborated with private semiconductor companies—including SamsungElectronics(005930),SK hynix(000660), andDB Inc.(012030) —to establish a support system for equipment transfer, technical consulting, and specialized personnel. This initiative has been recognized for significantly strengthening the nation’s semiconductor R&D infrastructure.
The “Outstanding Practice” category recognized the strengthening of the drug inspection system for international mail and the development of technology to detect drugs concealed in mail. The “Commendable Practice” category included the expansion of the National Gwacheon Science Museum’s mobile science exhibition “Sci-POP” into overseas markets, the private sector’s response to high-power electromagnetic pulse (EMP) threats, and the “Post Office Parcel Naver (NAVER(035420)) Scheduled Shipping Service.”
Minister Bae Kyung-hoon of the Ministry of Science and ICT stated, “Proactive administration is the starting point for government innovation that brings about changes tangible to citizens and businesses on the ground,” adding, “We will provide support to ensure that proactive administration—which improves citizens’ quality of life and strengthens national competitiveness—can spread widely.”
