KTCorporation Wins National Information Resource Management Agency’s Innovation ISP Contract, Beating Out Samsung SDS

KTCorporation(030200)KT has been selected to lead a key project to develop a blueprint for the next-generation public AI infrastructure for the National Information Resource Management Agency, edging out Samsung SDS (SAMSUNG SDS CO., LTD.(018260)). The project involves establishing an Information Strategy Plan (ISP) that outlines criteria for the realignment of public information systems, principles for utilizing private cloud services, and guidelines for data center operations.

KTCorporation announced on the 14th that it had been selected as the preferred bidder for the “National Information Resource Management Agency Innovation Information Strategy Plan (ISP) Development Project,” commissioned by the Ministry of the Interior and Safety and the National Information Society Agency (NIA).

This project involves analyzing the 693 public information systems currently operated at the National Information Resource Management Agency’s Daejeon headquarters to establish relocation criteria and a phased migration roadmap, as well as redesigning the national information resource management system to encompass both public data centers and private clouds.

The project will run through March 2027. KTCorporation will carry out the following tasks, taking into account the National Network Security Framework (N2SF) classification and system importance: △ establishing criteria for the relocation of information systems and a migration roadmap; △ developing alternatives for the operation of public data centers; and △ redefining the role of the National Information Resource Management Agency in light of the expanded use of private clouds.

N2SF is a next-generation network security framework that classifies operational information from government and public institutions into confidential, sensitive, and public categories and applies differentiated security levels accordingly. Rather than physically segregating all operations as in the past, it permits the use of the internet and cloud services based on the importance of the information.

In particular, the project will analyze the security levels and importance of individual public information systems to propose infrastructure aligned with the National Network Security Framework (N2SF) and establish specific criteria for deploying public data centers and private clouds. It will also design a disaster recovery (DR) system and an architecture for integration with the National Information and Communications Network.

This project drew significant industry attention after KTCorporation was selected as the preferred bidder following a fierce competition with Samsung SDS.

Kim Seung-ju, a professor at the Graduate School of Information Security at Korea University, stated, “After a fierce contest between Samsung SDS and KTCorporation, KTCorporation was selected as the ISP contractor,” adding, “Since this ISP report will be made public to the private sector and used as a reference by various organizations, I expect the final product to be of high quality.”

KTCorporation has accumulated experience in the public digital infrastructure sector through projects such as the construction of the national information and communications network backbone and the Ministry of the Interior and Safety’s disaster recovery (DR) ISP project. The company plans to use this project as an opportunity to consolidate its capabilities in networks, cloud, data centers, and AI infrastructure to further strengthen its push into the public AI transformation (AX) market.

Kim Won-tae, Executive Vice President and Head of the Public and Financial Business Division at KTCorporation’s Enterprise Division, said, “This project is a crucial initiative for designing a new operational framework and direction for the nation’s public AI infrastructure.” He added, “We will work closely with the Ministry of the Interior and Safety and the National Information Society Agency (NIA) to successfully establish the National Information Resource Management Agency’s Information Strategy Plan and contribute to laying the foundation for realizing an AI-driven government.”
