[Edaily Reporter Lee So-Hyun ] Team Naver’s digital twin platform has been adopted as the Saudi Arabian government’s national standard platform. Three years after winning a contract to build digital twins for major Saudi cities in 2023, the company has laid the groundwork to expand its technology across the entire country.

In May 2025, Naver Cloud signed an agreement with the Saudi National Housing Authority to establish a strategic joint venture, Naver Innovation. Naver (NAVER(035420)) announced on the 20th that its cloud-based digital twin platform has received official approval from the Saudi Arabian Digital Government Authority (DGA) as a platform for local governments. Accordingly, the Team Naver platform will be utilized as the Saudi government’s national digital twin standard platform.

The Saudi Ministry of Municipal and Rural Affairs recently sent an official letter to each local government recommending that they prioritize the adoption of the Team Naver platform when implementing smart city projects.

The official notice requested that each local government prioritize the TeamNaver platform when pursuing digital twin projects to prevent duplicate investments among local governments and to unify technical standards and methodologies at the national level.

The aim is to integrate, at the national level, the various digital twin and digital urban planning projects being pursued by local governments across Saudi Arabia.

The Saudi government plans to transition local administrative tasks—including urban planning, city operations, asset and infrastructure management, and urban safety—to a data-driven model based on TeamNaver’s digital twin platform. Data and operational experience will also be shared among local governments.

Previously, in October 2023, Team Naver was awarded a contract by the Saudi Ministry of Municipal and Housing Affairs to build a digital twin platform for major cities. Subsequently, in 2025, the company completed the implementation in three cities: Mecca, Medina, and Jeddah. By creating digital twins covering an area of 6,800 square kilometers—more than 11 times the size of Seoul—and encompassing over 920,000 buildings, the company has established a foothold for nationwide expansion.

Team Naver plans to strengthen its collaboration with the Saudi government and local partners following the adoption of this national standard. Based on its experience and data from building large-scale urban digital twins, the company will also accelerate the development of technology tailored to local needs.

Chae Seon-ju, Head of Strategic Business and Chair of Innovation at Naver, stated, “The adoption of this national standard is highly significant because it validates not only Team Naver’s technological capabilities but also the proven results and trust we have built locally.”

She added, “Building on this foundation, we will apply Team Naver’s technological capabilities—including digital twins, artificial intelligence (AI), and cloud computing—to the development of urban infrastructure across Saudi Arabia, and further solidify our position as a key technology partner supporting the digital transformation of the Middle East.”
