Under this renewed agreement, Netflix has completed payment of music royalties for the period from 2021 through last year. KOMCA plans to begin the distribution process in stages after verifying the data. KOMCA stated, “The settlement includes a large number of musical works from Korean films, dramas, and animated series that gained popularity both domestically and internationally.” KOMCA and Netflix had previously signed a licensing agreement in 2018 covering music copyright usage from 2016 to 2020. KOMCA explained, “The follow-up contract was delayed for an extended period due to prolonged discussions regarding the application of the OTT music copyright collection regulations approved by the Ministry of Culture, Sports and Tourism, as well as the calculation of royalties.” The association added, “KOMCA has prioritized reaching a renewed agreement with Netflix and has focused its efforts on this goal, while the Ministry of Culture, Sports and Tourism has presided over mediation discussions to resolve disagreements between the OTT industry and rights holder organizations and has pushed for revisions to the collection regulations,” noting, “Based on this, after prolonged negotiations, we have reached a final agreement grounded in the OTT collection regulations.” Moving forward, the Association plans to verify data and proceed with settlement procedures regarding Netflix usage, while continuing discussions with domestic and international OTT platforms to strengthen the music copyright protection system in the video content market.
