Exclusive EPC Contract for $3.5 Billion SAN-7 Project

Major Overseas Contracts in Chemical Engineering and Water Treatment Continue This Year
[Edaily Reporter LEE DAWON ] SamsungE&A has secured a fertilizer plant project worth approximately 4.7 trillion won in Saudi Arabia. SamsungE&A will serve as the sole contractor for the design, procurement, and construction (EPC) to build ammonia and urea fertilizer production facilities by 2030. (Photo: SamsungE&A) SamsungE&A announced on the 13th that it has signed an EPC contract for the “SAN-7 Project” with Saudi Arabia’s SABIC Agri-Nutrients. The contract value is approximately $3.5 billion (about 4.7 trillion won).
The SAN-7 Project involves the construction of ammonia and urea fertilizer production facilities in the Jubail Industrial City in Eastern Saudi Arabia. Using natural gas as a feedstock, the project will produce 3,500 metric tons of ammonia per day, which will then be used to produce 7,700 metric tons of urea fertilizer per day. All of the produced urea fertilizer is scheduled for export.
A post-combustion carbon capture (PCCC) system will also be installed at the plant. This system captures carbon dioxide generated during the ammonia production process and utilizes it in the synthesis of urea fertilizer. SamsungE&A expects this to reduce carbon emissions while enhancing economic efficiency.
Since entering the Saudi market in 2003, SamsungE&A has carried out approximately 30 projects locally. In 2024, the company secured the $6 billion Fadili project. It also has experience executing numerous projects in the Jubail Industrial Complex, where this project is being developed.
The client, SABIC Agri-Nutrients, is a subsidiary of SABIC, the Saudi state-owned petrochemical company, specializing in fertilizers. Since 2003, SamsungE&A has executed petrochemical projects commissioned by SABIC, including EO, EG CORPORATION, and PP.
Ammonia and urea plants are a key business area for SamsungE&A. The company is currently executing a low-carbon ammonia project in the United States as well. For the SAN-7 project, SamsungE&A plans to apply modular and automation technologies.
The company has continued to secure overseas projects this year. SamsungE&A won a $2.4 billion overseas chemical engineering project in February and secured a $790 million water treatment project in the Middle East in June. It is currently participating in bids for fertilizer and gas sector projects in the Middle East, including Saudi Arabia and Qatar.
A SamsungE&A official stated, “This is a flagship project for a client with whom we have a long-standing relationship in our home market of Saudi Arabia,” adding, “We plan to actively respond to the growing global demand for fertilizer plants by successfully executing this project through the integration of our technological capabilities and experience.”
