[Edaily Reporter Kim Hyung-il ] TOMATOSYSTEM Co.,Ltd.(393210)“MedCare Partners Health Plan of Texas,” an insurance company under U.S.-based MedCare Partners (MCP), which made a strategic equity investment, announced on the 21st that it had received “Full Plan Approval” from the U.S. Centers for Medicare & Medicaid Services (CMS) for its 2027 insurance operations.
MCP Texas received final approval from CMS on the 11th. This follows the company’s fulfillment of all mandatory requirements for operating an insurance plan under the U.S. government; it plans to begin enrolling subscribers this October and officially launch insurance services on January 1, 2027.
TOMATOSYSTEM Co.,Ltd. established a strategic partnership last October by completing a 5% investment in MCP in collaboration with its U.S. subsidiary, CyberMDCare (CMD). With this final approval, the U.S. insurance business it has been pursuing is now poised to launch, and the company expects this to create new business opportunities in its insurance operations platform and digital healthcare business as well.
TOMATOSYSTEM Co.,Ltd. is not stopping at a simple equity investment but is establishing a business structure that simultaneously provides the core software and digital healthcare services necessary for insurance operations. The strategy is to secure both the demand for platform operations resulting from the insurance company’s business expansion and opportunities to integrate with medical services.
Previously, in June, CMD signed a comprehensive service operation agreement with MCP Texas. Under this agreement, CMD will be responsible for the integrated operation of the “Broker Management Portal” and “Insurance Application Portal”—which support insurance sales and policyholder management—as well as the digital healthcare platform “NOVA.”
The Broker Management Portal and Insurance Application Portal support all aspects of insurance operations, from product sales to enrollment and customer management. NOVA serves to centrally manage policyholders’ health information and support healthcare professionals in health management and clinical decision-making.
Through these initiatives, CMD plans to provide key services spanning from insurance enrollment to health management, thereby enhancing the operational efficiency and policyholder management standards of U.S. insurance companies. Once MCP Texas’s insurance business officially launches, insurance operations systems—including the Broker Management Portal—will be utilized in a real-world business environment, and demand for the digital healthcare platform is expected to grow in the future based on the size of the policyholder base and the scope of service coverage.
TOMATOSYSTEM Co.,Ltd. explained that this final CMS approval is significant in that it marks the entry of the insurance platform business, which CMD has been pursuing, into the actual operational phase.
In addition, CMD is preparing to expand its NOVA service in conjunction with medical networks in the U.S. It is currently preparing a NOVA pilot service targeting three IPAs (Independent Practitioner Associations) and plans to verify the platform’s practical applicability in real-world medical settings before expanding the scope of the service in the future.
The company is also pursuing the establishment of the K-Medical Organization (KMO) to build a healthcare network in the U.S. Based on collaboration with local medical institutions and healthcare professionals, KMO plans to pursue projects linked to Korean-style health screening centers while exploring ways to expand health management and digital healthcare services using NOVA.
Through its collaboration with MCP, TOMATOSYSTEM Co.,Ltd. is refining a business model that combines the provision of insurance operations software with digital healthcare services, and plans to expand its business scope to other insurance companies and healthcare institutions in the U.S. in the future. The strategy is to continuously broaden its local business foundation in the U.S. by proceeding in stages—starting with the launch of MCP Texas’s insurance business, followed by the NOVA pilot service, the establishment of KMO, and the development of a healthcare network.
