[Edaily Reporter Ham Ji-Hyun ] DaewooEngineering&Construction(047040)has been selected as the winning bidder for “Section 1 of the Yongin Advanced System Semiconductor Cluster National Industrial Complex Construction Project,” commissioned by the Korea Land and Housing Corporation (LH). The contract is valued at 416.9 billion won.

DaewooEngineering&Construction has not only honed its capabilities in large-scale civil engineering projects by carrying out various public works projects with LH but is also strengthening its competitiveness in major national projects by actively participating in key national infrastructure initiatives, such as the site preparation for the Gadeokdo New Airport.

According to DaewooEngineering&Construction on the 29th, the DaewooEngineering&Construction consortium scored a total of 310.8 points in the proposal evaluation for this project, which was conducted under the Construction Management with Responsibility (CMR) model. The consortium consists of DaewooEngineering&Construction (48%), NamkwangEngineering&Construction (40%), Joongheung Construction (7%), and Samho (5%). The CMR (Construction Management with Responsibility) bidding method requires construction companies to participate from the design phase to review the plans.

This project is a large-scale national initiative to develop a complex and related structures spanning approximately 3.45 million square meters in the I-dong and Namsa-eup areas of Yongin City, Gyeonggi Province. It is a core zone accounting for about 44% of the total site area of the Yongin National Semiconductor Industrial Complex and is the largest project commissioned by the Korea Land and Housing Corporation (LH) this year. The total bid amount is 868.6 billion won. Of this, the portion corresponding to DaewooEngineering&Construction’s stake (48%) as the lead contractor is approximately 416.9 billion won.

DaewooEngineering&Construction faced some setbacks during this bidding process. During the first round of bidding last year, the company failed to pass the preliminary screening due to high performance criteria. At the time, there were repeated criticisms that the excessively high standards were designed to favor a specific construction firm, prompting LH to cancel the bid, relax the performance criteria, and conduct a re-bid.

The DaewooEngineering&Construction consortium was given another chance. As part of this process, LH expanded the pool of potential evaluation committee members to enhance transparency and expertise. It formed a large pool of 452 candidates by combining the 254 members of the Technical Advisory Committee with evaluators from other institutions whose expertise had been verified.

DaewooEngineering&Construction stated that, drawing on its accumulated experience and know-how, it received high marks in this contractor selection evaluation by thoroughly analyzing the project’s characteristics and requirements and presenting a differentiated business plan.

First, through active participation in public housing projects with private sector involvement commissioned by LH—having led seven such projects over the past three years—the company has developed strong capabilities in both public interest and private-sector construction and project management.

In the residential sector, DaewooEngineering&Construction has also executed large-scale public-private partnership development projects implemented by LH, such as the Gwacheon Knowledge and Information Town. In addition, the company has actively participated in major LH urban renewal projects, including the Seongnam Sujin District 1 Redevelopment, as well as the Cheonho A1-1 District Public Redevelopment and the Sangdo District 15 Redevelopment, all of which were awarded this year.

The company is also actively participating in major national infrastructure projects, such as the site preparation for the Gadeokdo New Airport and the Hongcheon Pumped-Storage Power Plant. Building on this foundation, it plans to actively participate in various national projects aimed at expanding core national infrastructure and establishing a foundation for high-tech industries.
