Upon completion, the existing site—covering approximately 30,000 pyeong—will feature offices, a hotel, educational and research facilities, and residential units (rental dormitories). As the largest project in the history of the Korea Teachers’ Credit Union, all eyes are on whether this development—which combines regulatory relaxation with public contributions—can emerge as a key landmark in southern Seoul.

the Teachers’ Credit Union is proceeding with the redevelopment of the The K Hotel site, aiming to begin construction in 2029. The project cost is estimated to be approximately 7 trillion to 8 trillion won.
Currently, the Seoul Metropolitan Government and Aegis Asset Management—the project’s entrusted manager—are discussing the overall project plan using the “pre-negotiation” system. The pre-negotiation system is a procedure for large-scale development sites of 5,000 square meters or more, whereby public and private developers establish a development plan and amend urban planning through negotiation.

It was established in 1990 and opened as the Seoul Education and Culture Center in 1991. The current facility has aged significantly, 35 years after its opening.
The need to improve land-use efficiency is also cited as a key reason for the redevelopment. The total area is 98,820.8 square meters, equivalent to approximately 29,893.3 pyeong. Critics have pointed out that the land utilization rate is low, as this large site currently houses only a 252-room tourist hotel and a golf driving range.
The Teachers’ Mutual Aid Association plans to redevelop the aging hotel to improve operating profits while simultaneously increasing asset value. This goes beyond simply renovating the existing hotel; it effectively involves changing the way the entire large site is utilized.
Once redevelopment is complete, the area currently centered around the existing hotel will be transformed into a “mixed-use business and commercial complex.” In addition to offices and a hotel, the complex is slated to include educational and research facilities, as well as rental dormitories serving as residential housing. This approach involves integrating business and commercial functions to create a large-scale mixed-use complex.
With a project cost of 7 trillion to 8 trillion won, this is the largest project in the history of the Teachers’ Credit Union. In 2024, Aegis Asset Management was selected as the project’s asset manager, and Haean Architects was chosen as the domestic design firm.
As the Seoul Metropolitan Government and Aegis Asset Management are currently engaged in preliminary negotiations, the urban plan and specific development plans are expected to be finalized in the near future.
Organization for Preliminary Negotiations on Urban Planning Changes (Source: Seoul Metropolitan Government)The proposed urban management plan, developed in accordance with the procedures of the “Preliminary Negotiation Coordination Council,” will be reviewed by the Seoul Metropolitan Government’s Joint Committee on Urban Planning and Architecture. The “Preliminary Negotiation Coordination Council” is a consultative body composed of negotiation teams from the public sector (Seoul Metropolitan Government) and the private sector (Aegis Asset Management), as well as external experts.
Its role is to facilitate the exchange of views and mediate between the two sides regarding the project plan and public contributions, as well as to objectively review matters to be examined by relevant committees during the future implementation process in order to derive mutually agreeable alternatives.
The Pre-negotiation Mediation Council plans to find compromise solutions regarding issues such as urban planning, architectural planning, transportation, and the environment. Once these preliminary negotiations are concluded, follow-up procedures—including the public notice of the district-level plan and the issuance of building permits—will follow. The project will then proceed through the design, permitting, and construction phases, with the goal of breaking ground in 2029.
Improving Operating Profits and Increasing Asset Value of Aging Hotels
Notably, this project site has been designated by the Seoul Metropolitan Government as a site for creative and innovative design. Accordingly, the city will waive or relax various building regulations to allow for the construction of buildings featuring creative and original designs.
For example, height restrictions may be waived, or regulations may be relaxed to allow for a floor area ratio of up to 1.2 times the maximum permitted under the Enforcement Decree of the Act on the Planning and Utilization of National Land (National Land Planning Act).
Spatial Concept for the “The K Hotel Redevelopment Project” (Source: Teachers’ Mutual Aid Association)Once preliminary negotiations between the project developer and the Seoul Metropolitan Government are concluded, the Seoul Metropolitan Government’s Working-Level Consultative Council will hold a meeting to determine the maximum scope of floor area ratio (FAR) incentives. The maximum FAR limit will be determined following this meeting.
However, the project structure is somewhat unique. While Aegis Asset Management is the project’s entrusted operator, there is a possibility that Aegis Asset Management may not carry out the entire project through to completion.
This project is broadly divided into three phases (design and permitting → construction → operation) based on the scope of work and will proceed sequentially.
The operator responsible for Phase 1 (design and permitting) will handle government liaison tasks related to project implementation and respond to various public inquiries. It will also be responsible for the preparatory work necessary for Phase 2 (construction and completion of the target building through the establishment of a surface rights agreement).
Upon completion of Phase 1, all project-related rights and deliverables will be transferred to the Teachers’ Mutual Aid Association or a third party designated by the Association upon its request. This will be reflected in relevant agreements, such as the Memorandum of Understanding.
Furthermore, Phase 2 of the project consists of the construction and completion of the target building through the establishment of a surface rights agreement. The third-party operator responsible for Phase 2 will be selected through a separate process upon the completion of Phase 1.
The reason for proceeding with the project by selecting operators on a phased basis is that the The K Hotel redevelopment is a large-scale project requiring a significant amount of time from completion of construction to the commencement of facility operations. Considering recent fluctuations in the commercial real estate market, it is anticipated that various construction costs, in addition to permits and approvals, are likely to fluctuate significantly before construction begins.
To respond flexibly to these changing conditions and devise the optimal development plan, the Teachers’ Credit Union plans to select the operator for Phase 2 sequentially through a separate process prior to the start of construction, once Phase 1—comprising design and permitting—is complete. However, the operator selected for Phase 1 will not be excluded from the bidding process for the Phase 2 operator.
