Local Insurance and Healthcare Platform Business Gets Underway in Earnest

TOMATOSYSTEM Co.,Ltd. announced on the 23rd that its U.S. subsidiary, Cyber MDCare (CMD), has signed a service operation contract with U.S. insurer Medicare Partners Health Plan Texas covering its insurance portal and overall digital healthcare platform.

Under this agreement, CMD will operate integrated services—including a broker management portal and an enrollment application portal—as well as Annual Wellness Visit (AWV), Remote Patient Monitoring (RPM), and the intelligent health management platform “NOVA.”
The insurance portal is a core system that encompasses the entire insurance business process, from product sales to underwriting, customer management, and broker support. By going beyond mere development to participate in the actual service operations of a local insurer, CMD has been able to deepen its understanding of the complex business processes and regulatory framework of the U.S. insurance industry and accumulate operational experience. The company explained that this contract is significant as it marks the first instance of CMD directly providing services to a U.S. insurer.
The revenue structure has also been secured. This contract employs the PMPM (Per Member Per Month) model, which charges a monthly fee based on the number of subscribers. With revenue expanding in tandem with subscriber growth, the company expects to establish a recurring and predictable revenue base.
The two companies also signed a Business Associate Agreement (BAA) to ensure compliance with security regulations under the U.S. Health Insurance Portability and Accountability Act (HIPAA). Through this agreement, CMD has established a management system that meets U.S. standards throughout the entire process of collecting, storing, transmitting, and utilizing medical information.
CMD has been working to enhance its platform by analyzing policy changes at the Centers for Medicare & Medicaid Services (CMS) and the Medicare Advantage market environment. In particular, the “NOVA” platform excels at the integrated management of dispersed healthcare data. The platform consists of the AWV-based health assessment system “Q-FLOW,” 3D pain analysis “P-FLOW,” and biosignal collection “R-FLOW,” enabling comprehensive analysis of patient conditions and disease risk.
A CMD official stated, “This contract marks our entry into the actual operational environment of the U.S. insurance market and serves as a turning point in our transformation into an insurance and healthcare platform provider,” adding, “We will expand into the U.S. market through stable platform operations and digital healthcare services centered on ‘NOVA.’”
