[Edaily Reporter Lee So-Hyun ] Naver (NAVER(035420)) held a series of meetings with representatives from artificial intelligence (AI) infrastructure companies, telecommunications providers, and government officials in Brazil and Chile to discuss collaboration strategies for entering the South American AI market. Naver, which is currently advancing its Global AI Factory initiative, explored opportunities in South America for GPU cloud services and public sector AI transformation projects.

Naver announced on the 4th that Team Naver executives—including CEO Choi Soo-yeon, Head of Strategic Planning Koo Dong-hyun, and Naver Cloud CEO Kim Yu-won—accompanied President Lee Jae-myung as part of the economic delegation during his tour of three South American countries to discuss collaboration opportunities with executives from major local AI companies.

The Team Naver executives first met with executives from Scala Data Centers and Tecto Data Centers in Brazil, both of which operate large-scale AI data centers and cloud businesses.

Scala Data Centers is currently pursuing the “Scala AI City” project, which involves building a massive AI data center campus with a final capacity of 4.75 GW in Eldorado do Sul, southern Brazil.

Tecto Data Centers is currently working on the “TGRU1” project to build a high-density, AI-specialized data center with a capacity of up to 200 MW in Santana de Parnaíba, in the Greater São Paulo area.

Team Naver and the two companies discussed a joint business model in which Naver would directly operate GPU and AI cloud services at the AI data centers each company is developing, providing computing resources to enterprises and AI startups in Brazil and neighboring countries.

They also discussed technical exchanges and operational partnerships based on Naver’s experience in the uninterrupted operation of its Chuncheon and Sejong data centers, its expertise in high-efficiency liquid cooling technology, and its track record in executing gigawatt-class AI data center projects.

According to Naver, executives from Scala Data Centers and Tecto Data Centers highly praised Naver’s full-stack AI capabilities, noting that the company has directly operated the entire AI Factory ecosystem—from data centers and GPU clusters to AI platforms, proprietary models, and services.

They expressed their desire to continue concrete working-level discussions regarding the joint collaboration model and partnership proposed by Naver.

In Chile, they met with executives from Entel, the country’s largest telecommunications company. Entel is the leading mobile operator in Chile and the second-largest operator in Peru. It also operates digital solution businesses, including enterprise security, cloud services, and the Internet of Things (IoT). Team Naver discussed potential areas of cooperation with Entel across various fields, such as Software-as-a-Service (SaaS) distribution, smart city projects, and the construction of GPU clusters.

They also explored potential collaboration with the Chilean government. Team Naver executives met with high-ranking Chilean government officials—including Carolina Rossi, Undersecretary of Science, Technology, and Innovation; Rodrigo Durán, Secretary-General of the National Artificial Intelligence Center; and Eduardo Munt, Chief of Staff to the Undersecretary of the Ministry of Finance—to discuss ways to collaborate on public AI transformation projects and the construction of a national data center.

At the meeting, Team Naver introduced AI solutions currently operated by Naver Cloud in the public sector, including “Naver Works,” a government-wide intelligent work management platform, and “Clova CareCall,” an AI wellness call service.

Naver explained that Chilean government officials expressed interest in Naver’s public AI service solutions, noting that their country is exploring public AI transformation initiatives in line with its “Digital Government Strategy 2030.”

They also highlighted that Naver is a provider of large-scale GPUaaS and a global AI infrastructure company capable of leading sovereign AI initiatives, and requested Naver’s interest and participation in the Chilean government’s planned sovereign AI and computing infrastructure projects.

Choi Soo-yeon, CEO of Naver, said, “South America is emerging as a new hub for global AI infrastructure, driven by abundant energy resources and rapidly growing digital demand.” She added, “Through this visit, we have identified concrete opportunities for collaboration with local governments and major companies to integrate Naver’s full-stack AI technology and operational expertise.
