Lee: “We Are Currently in a Supply Emergency”… Streamlining Procedures from Land Compensation to Move-In
Racing to Accelerate Housing Supply in Gyeyang New Town… Ordered a Fundamental Review of the Allotment of Undeveloped Land
Emphasis on Conducting Compensation Negotiations and Expropriation Simultaneously… Considering Legislative Measures to Address Litigation Delays
Seeking to Shorten Construction Time with Modular Homes… Turning Supply Plans into Actual Move-Ins
[Edaily Kim Sang-yoon Reporter Hwang Byung-seo] On the 20th, President Lee Jae-myung called for procedural improvements to accelerate housing supply. He placed several measures under review, ranging from the sale of undeveloped land—where land is supplied before site development is complete—to the simultaneous conduct of compensation negotiations and land expropriation, as well as legislative amendments to reduce project delays caused by litigation. Given that this is an “emergency period” requiring a response to the housing supply gap, the aim is to expedite actual move-ins by refining existing project methods and procedures.

That afternoon, President Lee visited the Gyeyang District in Incheon to inspect the construction site of the third-phase new town and held an on-site housing supply roundtable with prospective residents and urban and transportation experts.
According to Kang Yu-jeong, Senior Spokesperson for the Blue House, President Lee climbed onto the roof of an apartment building where final construction work was in full swing. After reviewing the progress of the new city’s development and the number of households scheduled to move in by the end of the year, he instructed officials to fundamentally review the “raw land” allocation system. This approach involves supplying land that has not yet been developed into residential lots to developers, allowing them to prepare and develop the sites themselves.
President Lee emphasized that, given the current emergency situation, the supply timeline must be accelerated by conducting land expropriation and negotiations simultaneously. He urged the Ministry of Land, Infrastructure and Transport and the Korea Land and Housing Corporation (LH) to maximize the pace of the entire public land development process to ensure supply targets are met without delay. He also directed them to review the possibility of legislative amendments to address the issue of project delays caused by civil lawsuits during the compulsory land acquisition process and to submit a separate report on the matter.
“Modular housing” was discussed as an alternative to shorten construction periods. President Lee instructed officials to listen to experts’ proposals, verify whether actual construction time can be reduced, and then conduct a comprehensive review with a view to fostering the relevant market. This is interpreted as a call to accelerate project implementation in order to reduce the time lag between the supply plan and actual move-ins.
Earlier that morning, during a Cabinet meeting presided over by President Lee at the Blue House, he stated, “What matters is not simply declaring or announcing how many units will be built, but actually breaking ground and having residents move in,” adding, “I hope you will not be bound by existing practices and procedures, but instead drastically shorten the time required for everything from land development to obtaining various permits and breaking ground, and launch an all-out campaign to increase housing supply.”
●Term Explanation: A method in which land that has not yet been developed into a housing site is supplied to a developer so that the developer can directly prepare and develop the site.
