On the 7th, U.S. President Donald Trump announced a $3 billion (“Minerals Project”) initiative to support the production of critical minerals within the United States and its allied nations. The largest component of the project is a $1.4 billion loan provided by the U.S. Department of Defense to construct next-generation battery facilities in Washington State. Additionally, $400 million will be invested to support the production of scandium—a critical mineral for the aerospace and defense industries—in Australia. This move is seen as a strategic step to break free from China’s dominance over critical mineral supply chains. Export controls on critical minerals are considered a staple tactic China uses in trade negotiations with the United States. The project also reflects the possibility that certain critical minerals, in which China holds an absolute advantage, could emerge as bottlenecks in the artificial intelligence (AI) industry. Gallium, a key raw material for next-generation AI power semiconductors—a market in which China controls 99 percent—is a prime example. Speaking at an event in Washington, D.C., President Trump stated, “The United States will never again rely on hostile foreign nations for the resources it needs.” Market attention was particularly drawn to the event after U.S. Secretary of Commerce Howard Luttnik personally highlighted KoreaZinc’s investment in a Tennessee smelter as a model case.
