[E-Daily Reporter Yun Junghoon ]DOUZONE BIZON(012510)announced on the 2nd that it will supply its generative AI platform, “ONE AI Private Edition (PE),” for the “Administrative Support Agent AI Development” project being promoted by the Seoul Metropolitan Government.

DOUZONE BIZON will provide the AI platform to the contractor carrying out this project and will be responsible for the core technological foundation required to implement the Agent AI. Following its role last year in building “Chatbot 2.0,” the Seoul Metropolitan Government’s generative AI administrative platform, the company has solidified its position in the public sector by participating in the project for the second consecutive year.

This project includes establishing a common infrastructure environment for operating the Seoul Metropolitan Government’s administrative support Agent AI agents, as well as △ pilot implementation of task-specific Agent AI agents, △ expansion of AI infrastructure, and △ identifying demand for wider adoption.

The core of the project is to “build an executable Agent AI system” in which, when a public official issues a task in natural language, the Agent AI directly connects to the administrative system to actually process the task and provide results.

Previously, Chatbot 2.0—built on the ONE AI PE platform last year—has operated stably within the Seoul Metropolitan Government’s internal large language model (LLM) environment and has become established as a practical tool. Based on a Retrieval-Augmented Generation (RAG) system trained on 270 types of administrative task manuals, it has consistently provided answers backed by accurate evidence.

In this project, three types of agents—document summarization, conference room reservation, and proposal evaluation committee selection—will be developed first. Additionally, functions commonly used across multiple departments, such as organizational chart and budget information lookups, will also be implemented.

The document summarization agent summarizes documents and attachments received or generated through the work management system by type. The meeting room reservation agent handles reservations, changes, and cancellations based solely on conversational instructions and suggests suitable alternatives. The proposal evaluation committee selection agent sequentially sends text messages to candidates to confirm their attendance and secures the required number of members in accordance with regulations.

ONE AI PE reliably connects administrative systems with AI through a standard integration framework (MCP) and has further enhanced security with user authorization verification and execution history management features.

A key strength is its architecture, which is not tied to any specific AI model; this ensures that existing administrative integration assets are fully preserved even if the system is upgraded to a new model in the future. The platform also incorporates Synapsoft Corp.’s “DocuAnalyzer,” specialized in analyzing Hangul (HWP) documents and images, to improve the accuracy of administrative document recognition.

Alongside the pilot service, the Seoul Metropolitan Government plans to survey repetitive tasks across departments to identify additional areas for automation, while simultaneously reinforcing infrastructure through measures such as expanding high-performance GPU servers. The city’s policy is to establish a sustainable expansion framework that goes beyond a one-time implementation.

The industry views the Seoul Metropolitan Government’s case as a representative success story for the adoption of AI in public closed networks. In fact, public AX (AI transformation) at the metropolitan government level is accelerating, as evidenced by 25 public institutions in Gyeonggi Province pushing forward with the transition to an integrated work environment based on ONE AI. In the private sector as well, approximately 7,800 companies are currently using ONE AI.

A representative from DOUZONE BIZON stated, “Following our demonstration that AI can be safely utilized even within public institutions’ closed networks, this project has enabled us to implement a practical ‘agent-based AI’ administrative innovation model where AI actually performs real-world tasks.” The representative added, “We will provide robust support through our proven platform and technical assistance to ensure that Seoul City and the project contractors can create successful use cases for public AI agents.”
