[Edaily Reporter Lee So-Hyun ] FLITTO Inc.(300080), an artificial intelligence (AI) data and solutions company, is partnering with the Republic of Korea Army to develop an AI-based public inquiry consultation system. The plan is to support the AI transformation (AX) of defense administration by integrating generative AI, speech recognition, and search-augmented generation (RAG) technologies.

FLITTO Inc. announced on the 3rd that it had signed a Memorandum of Understanding (MOU) with the Army on the 2nd at the Army Headquarters Inspector General’s Office for the “Development of an AI-Based Public Inquiry Consultation System.”
FLITTO Inc. will serve as the lead organization for this project. It will form a consortium with ESTsoft Corp. and WISEnut, Inc. to build an integrated AI-powered public inquiry consultation platform for the Army’s Public Inquiry Center. The consortium plans to implement an intelligent consultation service capable of operating 24 hours a day, 365 days a year.
FLITTO Inc. will apply technologies accumulated during the development of its AI translation and interpretation solutions, including speech-to-text (STT), text-to-speech (TTS), speaker separation, and noise control. In particular, it will incorporate technology that accurately converts spoken speech into text even in noisy environments and adjusts the output based on context.
This platform is designed to operate smoothly even in closed-network environments where security is critical. Through this initiative, FLITTO Inc. plans to lay the groundwork for future expansion to the entire Army’s network.
The Army Headquarters Public Inquiries Center expects this project to enable 24-hour processing of simple and repetitive public inquiries. The initiative is intended to reduce service gaps during weekends and nighttime hours, alleviate the burden of routine tasks on customer service representatives, and create an environment where they can focus on specialized tasks such as rights protection and system improvements.
The data accumulated during the consultation process is expected to be analyzed and utilized for policy and system improvements. This approach involves analyzing complaint content based on data to identify recurring issues and areas in need of systemic improvement.
Lee Jeong-soo, CEO of FLITTO Inc., stated, “We hope this project will serve as a model case of Defense AX innovation that goes beyond the automation of simple consultations to reduce the emotional labor burden on customer service representatives and elevate the quality of service experienced by the public and service members to a new level.” He added, “Based on the AI technology and know-how we have accumulated across various domestic and international domains, we will contribute to digital administrative innovation in the public and defense sectors.”
Starting with the standardization of the Army Headquarters’ Public Inquiry Center, FLITTO Inc. plans to integrate accumulated data with voice AI technology to develop an intelligent defense AI service platform that encompasses the entire military.
