[Edaily Reporter Shin Ha-yeon ] As regulations on fines for illegal spam are being tightened, InfoBank Corporation(039290), a company specializing in enterprise messaging, has maintained the proportion of spam reports and detections among domestic SMS relay service providers at 1% or less over the past four years.

InfoBank Corporation announced on the 13th that, according to the “Spam Distribution Status” reports published by the Korea Communications Commission (now the Korea Communications and Media Commission) and the Korea Internet & Security Agency (KISA), its proportion of reported and detected spam remained between 0.1% and 1.0% for eight consecutive half-years from 2022 to 2025.

By year, the figures were 0.2% for both the first and second halves of 2022; 0.1% in the first half and 0.2% in the second half of 2023; and 0.3% in the first half and 0.2% in the second half of 2024. Last year, the figures were 0.4% in the first half and 1.0% in the second half. These figures represent InfoBank Corporation’s share of the total number of spam text message reports and detections processed through domestic bulk text messaging services.

As the government has recently tightened regulations to combat illegal spam, the ability of SMS relay service providers to manage message transmission has become increasingly important. According to the revised Information and Communications Network Act and its enforcement decree, which took effect this month, businesses that transmit illegal spam or neglect their duty to prevent it may be subject to fines ranging from 1% to 6% of their relevant revenue, depending on the severity of the violation.

Businesses that directly transmit illegal spam are also subject to these fines. Service providers, such as SMS relay operators, must immediately halt transmission and take measures—such as refusing service or terminating user contracts—if they confirm that their service has been used to transmit illegal spam.

InfoBank Corporation conducts screening before entering into contracts with new clients and applies keyword filtering during the sending process. The company limits the initial message volume for clients suspected of sending spam and immediately blocks transmission if actual spam sending is confirmed. Contracts with client companies also include a clause stating that transmission may be blocked in the event of spam sending.

Based on this management system, the company provides enterprise messaging services to the financial sector and general businesses. In particular, as sanctions against illegal spam are strengthened, the company anticipates that delivery quality and regulatory compliance capabilities will become key considerations in the process by which corporate clients select SMS relay service providers.

An InfoBank Corporation official stated, “Competitive advantage in enterprise messaging no longer depends on how many messages are sent, but on how confidently our clients can send them,” adding, “Based on our principle of prioritizing delivery quality over short-term volume, we will continue to enhance our trusted messaging infrastructure.”
